CM Punjab Honhaar Scholarship: 100% tuition for Punjab's undergraduates

The Chief Minister's Honhaar Undergraduate Scholarship (also searched as Honhar or Honahar scholarship) pays the full tuition fee of Punjab-domiciled students who start a BS, MBBS or BDS at an eligible university with strong intermediate marks. It is run by the Punjab Higher Education Department through the Punjab Higher Education Commission (PHEC).

What the Honhaar scholarship covers

Honhaar pays your university's defined tuition fee in full, directly to the university. It is not a cash stipend.

  • Covered: 100% of the tuition fee defined for your programme.
  • Not covered: hostel, mess, books, transport and other charges outside the defined tuition fee.

If you also need money for living costs, you can look at need-based options such as PEEF, the Ehsaas Undergraduate Scholarship and your university's own financial aid; check each scheme's rules on holding two awards.

Honhaar scholarship eligibility

You must hold a Punjab domicile and be newly admitted to an eligible programme at an eligible university. There is no age limit and no gender restriction.

Requirement Rule (2025 round)
Level 1st semester BS, or 1st year MBBS/BDS
Minimum intermediate marks 70% for sciences · 65% for arts and social sciences · 80% for MBBS/BDS
Family income (monthly) Under Rs 350,000 at public universities · under Rs 500,000 at federal or private universities
Income exemption Children of government employees in BPS 1–4 and of civilians martyred in terrorist attacks
Not eligible Students who passed intermediate through an improvement exam or repeated a class

The universities and programmes that qualify are listed on the PHEC portal. If your programme is not in the portal's list, ask your university's Honhaar focal person before you apply.

A separate earlier phase (Phase II) covered students already in the 3rd–8th semester, and Phase III reserved 5,000 scholarships for students from other provinces. Check whether those phases run again in 2026-27.

Required documents

The income affidavit is where most applications go wrong, so prepare it first.

  • CNIC or B-Form
  • Punjab domicile
  • Matric and intermediate result cards
  • University registration number (the portal asks for it)
  • Income affidavit on e-stamp paper, using the template from the PHEC portal
  • BPS 1–4 or martyr-family certificate, only if you claim the income exemption

Getting the affidavit right:

  1. Download the affidavit template from the portal.
  2. Buy e-stamp paper and have the template text typed on it.
  3. Sign it by hand, with a witness who has a valid CNIC.
  4. Get it attested as the template instructs.
  5. Check that the e-stamp QR code scans, then upload it as a PDF.

How to apply for the Honhaar scholarship

You apply online on the PHEC portal after you are admitted to your university. No hard copy is needed.

  1. Get your university registration number from your department or admissions office.
  2. Prepare the income affidavit on e-stamp paper (see above).
  3. Register at honhaarscholarship.punjabhec.gov.pk and fill in your personal, matric and intermediate details exactly as on your result cards.
  4. Choose your university and programme, upload the affidavit and any exemption certificate, and submit.
  5. Save your diary number. It is the only way to track your application.
  6. Wait for your university's verification and the merit list.

How merit is calculated

Merit = 30% of your matric percentage + 70% of your intermediate percentage.

Example: 85% in matric and 90% in intermediate gives (85 × 0.30) + (90 × 0.70) = 88.5.

Tips and common mistakes

Honhaar is decided almost entirely by marks and correct paperwork, so accuracy matters more than anything you write.

  • Enter marks exactly as on your result card. Mismatches fail university verification.
  • Make the affidavit before the portal opens. E-stamp and attestation take a day or two; last-week queues are long.
  • Apply as soon as you get your registration number. Don't wait for the final week.
  • Check that your programme is listed on the portal before applying.

Common reasons applications fail: an unsigned or digitally signed affidavit, a QR code that does not scan, a non-Punjab domicile, intermediate passed through an improvement exam, or income above the limit.

Scam warning: Honhaar is free, and only PHEC and your university handle it. Ignore calls, WhatsApp messages or "agents" asking for a fee to "approve" your scholarship or release payment. Check any message with our Scam check.
