Ehsaas (Benazir) Undergraduate Scholarship: HEC's need-based scholarship

The Ehsaas Undergraduate Scholarship, now run as the Benazir Undergraduate Scholarship, pays the full tuition and a monthly stipend for students from low-income families who are newly admitted to a 4- or 5-year degree at a public university. HEC runs it for the federal government, and more than 102,000 students have received it across three batches.

Status for 2026-27: HEC had not announced the new application window as of October 2026. Applications are usually taken after the autumn admissions, through HEC's portal and your university's financial aid office.

Ehsaas scholarship eligibility

The scholarship is decided on need and merit: your family income and your academic record.

  • Newly admitted on merit to a 4- or 5-year undergraduate programme (first year).
  • At a public-sector, HEC-recognised university in Islamabad, any province, AJK or Gilgit-Baltistan.
  • Family income up to Rs 45,000 a month from all sources.
  • Pakistani national.

Not eligible:

  • Self-finance, evening, weekend, distance or virtual programmes.
  • Students at private universities.
  • Students who already hold another scholarship or grant.

How to apply for the Ehsaas undergraduate scholarship

  1. Get admission on merit to an eligible public university programme.
  2. When HEC opens the call, apply online at ehsaas.hec.gov.pk.
  3. Print the completed form and submit it with your documents to your university's financial aid office before the university's deadline.
  4. University verification: the scholarship committee checks your documents and income, and some universities interview applicants.
  5. HEC gives final approval and pays the tuition to your university and the stipend to you.

Documents

  • Your CNIC or B-Form and your parents' or guardian's CNICs
  • Income proof: salary slips or income certificate, or an affidavit for self-employed parents
  • Recent utility bills
  • Rent agreement, if your family rents
  • Admission letter or fee challan
  • Matric and intermediate result cards

Your university may ask for more; follow its notice.

Tips and common mistakes

  • Watch your university's financial aid notices in your first semester; they announce the internal deadline.
  • Gather income proof early. Utility bills and salary slips are the documents most often missing.
  • Declare income honestly. Universities verify it.
  • Don't accept another scholarship first if you want this one; you cannot hold both.

Common reasons for rejection: admission on a self-finance seat, a private university, family income above Rs 45,000, or an incomplete form at the financial aid office.

Scam warning: the Ehsaas undergraduate scholarship has nothing to do with BISP or 8171 messages. HEC and your university never ask for money or bank PINs, and no one can "register" you through WhatsApp. Check suspicious messages with our Scam check.
